کوہاٹ 19 جنوری 2002 کو بریگیڈیئر طلعت امتیاز نقوی کی بطور بانی چیئرمین تقرری کے ساتھ وجود میں آیا۔ بورڈ نے کے ڈی اے کوہاٹ میں عارضی دفاتر میں کام شروع کر دیا۔ کوہاٹ یونیورسٹی آف سائنس اینڈ ٹیکنالوجی سے ملحقہ انڈس ہائی وے پر 50 کنال اراضی بھی خریدی۔ نئے بورڈ کمپلیکس کے ماسٹر پلان اور تفصیلی ڈرائنگ کی منظوری لیفٹیننٹ جنرل سید افتخار حسین شاہ، گورنر خیبر پختونخوا/کنٹرولنگ اتھارٹی نے ستمبر 2002 میں دی تھی اور نئے کمپلیکس کی تعمیر یکم نومبر 2002 کو شروع ہوئی تھی۔ نیا بورڈ کمپلیکس 2002 میں مکمل ہوا۔ صرف 16 ماہ کا ریکارڈ وقت اور اس کا افتتاح 4 مارچ 2004 کو گورنر خیبر پختونخوا نے کیا تھا۔
